GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position is responsible for overseeing the Process Control and Communication systems including the water treatment plant’s information systems infrastructure, the Supervisory Control and Data Acquisition (SCADA) system, telephones, cell phones and other mobile devices, pagers, radios, and fiber connectivity. This position is responsible for overseeing the installation, maintenance and support of PC’s, laptops, related peripherals, and software for plant personnel and assisting with network tasks as required.
ESSENTIAL JOB FUNCTIONS
Oversees the water treatment plant’s information systems to include installation, configuration, programming, maintenance, and troubleshooting of programmable logic controllers, remote telemetry units, and other related equipment. Monitors Active Directory domain controls, Structured Query Language (SQL) server, open Virtual Memory System (VMS) servers, workstations, and desktop personal computers.
Responsible for the effective supervision and administration of the Waterworks Process Control and Communications Branch including budget preparation and monitoring, purchasing and financial transactions, payroll, performance management, employee relations, prioritizing and assigning work and related activities.
Oversees the department’s communication systems to include planning, designing, contracting, implementing, and installing major voice communication projects and data communication infrastructure. Researches, develops and implements strategic initiatives to ensure continuous improvement with the department’s systems.
Serves as primary liaison with software vendors, consultants, engineers, instrumentation personnel, customers, and city employees to coordinate activities affecting the process control system.
Performs other duties as assigned.
EDUCATION AND EXPERIENCE
Any combination of education and experience equivalent to a Bachelor’s Degree in Computer or Information Science, Computer Network Engineering, or a related field with 5-7 years of related experience to include industrial controls including Programmable Logic Controllers (PLC), Human Machine Interface (HMI), and Local/Wide Area Networks (LAN/WAN).
ADDITIONAL REQUIREMENTS
Acceptable general background check to include a local and state criminal history check and a valid driver’s license with an acceptable driving record. This position requires satisfactory results from an audio exam.
PHYSICAL REQUIREMENTS
· Tasks require the ability to exert moderate, though not constant physical effort.
· Some combination of climbing and balancing to include climbing ladders, stooping, kneeling, crouching, and crawling.
· Some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (10-20 pounds).
SENSORY REQUIREMENT
· Some tasks require the ability to perceive and discriminate colors or shades of color, sounds, odors, depth, textures, and visual cues or signals.
· Some tasks require the ability to communicate orally.

Performance of essential functions may require exposure to adverse environmental conditions, such as odors, wetness, humidity, weather, fumes, temperature and noise extremes, hazardous materials, confined spaces, machinery, vibrations, electric currents, or pathogenic substances.
